Whenever the director determines it is necessary to make an inspection to verify compliance with this chapter, investigate potential violations of this chapter, or to make an inspection to enforce any provision of this chapter, or whenever the director has reasonable cause to believe that there exists a condition which constitutes a violation of this chapter, the director may enter the premises during normal business hours to inspect, take water samples, perform any testing deemed necessary to aid in the inspection, record site activities, and inspect and copy records related to storm water compliance. During any inspection, the director may establish on any property such devices as are necessary to conduct sampling or metering operations. If the director is refused entry after a request to enter and inspect has been made, the city may seek assistance from any court of competent jurisdiction in obtaining such entry.

If the director has reasonable cause to believe that discharges to the storm drain system are so hazardous, unsafe, or dangerous as to require immediate inspection to safeguard public health or safety or the integrity of the storm drain system, the director shall have the right to immediately enter and inspect the property and may use any reasonable means required to effect such entry and make such inspection.
