The purpose and intent of this chapter are: (A) to promote the public welfare by increasing the production and availability of affordable housing units; (B) to establish an inclusionary housing requirement which implements general plan policies guiding land use and housing development; and (C) to ensure that affordable housing units established pursuant to the provisions of this chapter are located in a manner that provides for their integration with market rate units.
