The rate schedule of every owner operating a licensed taxicab or taxicabs prior to the nineteenth day of December, 1951, and who under the provisions of this chapter, was granted a certificate of public convenience and necessity and whose rates were, on the nineteenth day of December, 1971, on file with the clerk and approved prior to the nineteenth day of December 1951, by the council, are approved.
