Every person who shall conduct a public dance at which an admission fee is charged shall pay a permit fee set by the council, payable in advance. This fee shall be in an amount sufficient to fully defray administrative cost incurred, and shall not be in lieu of other fees or taxes, including business taxes, required by this code. Before a permit is granted under this section the applicant must obtain a permit from the chief of police and must during such dance provide two or more uniformed members of a city-licensed private patrol service as defined in this code, the number of such persons to be determined at the full discretion of the chief of police.
