The city engineer in conjunction with the health officer has power to establish rules and regulations not inconsistent with this chapter governing the collection and disposal of waste; provided, that such rules and regulations shall have as their purpose the enforcement of the provisions of this chapter and the health and sanitary laws and ordinances in effect in the city.
