The owner or person in control of any private property shall, at all times, maintain the premises free of waste, debris or any other waste material, except pursuant to a permit approved by the city engineer for fill and compaction work; and provided, that this section and Section 8.04.170 shall not prohibit the storage of such waste materials in private receptacles for collection.
