Storage or parking of unlicensed vehicles or vehicles not in operating condition, for any period in excess of thirty days, is prohibited. The owner or person in control of any private property shall keep the premises free of any such parked or stored vehicles, except where permitted under the city zoning ordinance and pursuant to a valid city business license.
