At the time stated in the notice, the city council shall hear and consider all relevant evidence, objections or protests, and shall receive testimony under oath from owners, witnesses, city personnel and interested persons relative to the existence of the alleged public nuisance, the estimated costs of abating the same, and any other matters which the council deems pertinent thereto.
