No commercial vehicle exceeding a maximum gross weight limit of six thousand pounds shall use the following streets, except those vehicles which are subject to the provisions of Sections 1031 to 1036, inclusive, of the Public Utilities Code of the state, and as allowed in Section 10.48.040(B):
