If the violation has not been corrected pursuant to the requirements set forth in the notice of violation, and ten days have passed, or if an appeal of the notice of violation was filed and ten days have passed from the date of the decision upholding the decision of the director, then the city or its agents may enter upon the property and take any and all measures necessary to abate the violation and/or restore the property. If the city or its agents is refused entry for this purpose, the city shall seek the assistance of any court of competent jurisdiction to authorize entry. It shall be unlawful for any person, owner, agent or person in possession of any premises to refuse to allow the city or its agents to enter upon the premises for the purposes set forth above.
