Fees or deposits required in connection with the issuance of a reservation or permit shall be paid at the time of such issuance. The fees or deposits may include, without limitation, such amounts as may be determined by the director or the chief of police to be reasonably necessary as security for repair of damage to park property, for cost of cleanup, and for extra personnel to regulate conduct and traffic.
