No person shall erect or maintain upon any premises situated within the city a barbed-wire fence, unless the property is zoned or legally devoted to agricultural use; provided, however, this restriction shall not be deemed to prohibit security-type fences where at least the first six feet above the ground is constructed of other material and the only barbed-wire appears toward the top of the fence. Where a barbed-wire fence is permissible and, subject to the exception previously noted in this section, no new barbed-wire fences shall be erected or maintained within ten feet of the property line along any public street, land or alley adjoining such property, unless a use permit is first obtained from the board of adjustments.
