The CHC is assisted by staff of the community development department. The community development director (“director”) is responsible for interpreting and implementing this chapter and helping the CHC carry out its duties. Notwithstanding Section 14.01.030(C)(1) through (5) and (7), the director may determine that CHC review is not required for actions or projects that: (1) do not adversely affect historic resources, or (2) are consistent with this chapter, the Secretary of the Interior’s Standards and the Historic Preservation Program Guidelines and no public purpose would be served by requiring CHC review.
