A. The compensation plan shall be adopted by resolution of the council covering classified and unclassified city employees.

B. The following rules shall govern step increases for line-item employees:

1. The first step is the minimum rate and shall normally be the hiring rate for the class.

2. In cases where it is difficult to secure qualified personnel, or if a person of unusual qualifications is considered for hire, the city administrative officer may authorize hiring at any step.

3. Rules for advancement shall be outlined in the salary resolution. (Prior code § 2703.1)
