It is the purpose of the human relations commission to advise the council in its actions to create an environment within the city in which all persons can enjoy equal rights and opportunities regardless of race, religion, sex, sexual orientation, national origin, age, physical, mental or economic status. The human relations commission shall make recommendations to the council or the city administrative officer on how these social concerns and human needs can best be addressed.
