There is established a park and recreational facilities fund. All of the sums collected pursuant to this chapter shall be credited to the park and recreation facilities fund and together with any accumulations thereon shall be used solely for the planning, acquisition, improvement or expansion of public par};, playground or other recreation facilities, or, for refunds due under Section 3.08.080.
