This chapter establishes fees in lieu of providing on-site parking spaces within the parking in-lieu fee area as established by council through resolution, as provided in the zoning regulations (Section 17.16.060 of this code). Fees collected pursuant to this chapter shall become part of the parking fund and shall be used solely for the development or maintenance of parking that satisfies the demand requirements of new development projects within the parking in-lieu fee area.
