The decision of the chief of police to grant or deny a license application is final, unless referred to or appealed to the council. Granting of a license shall be subject to any reasonable conditions imposed by the chief of police. In no case will a license be issued until required use permit approval has been granted in accordance with Sections 17.08.100 and 17.22.010 of this code.
