It is unlawful for any person to engage in, conduct or carry on, or to permit to be engaged in, conducted or carried on, in or upon any premises in the city, the business of a massage establishment without the license required by this chapter. (Ord. 1002 § 1 (part), 1984: prior code § 4902)
