In the event a permit or license application has been denied, the applicant may appeal to the council pursuant to the procedures set forth in Chapter 1.20 of this code. Any licensee or permittee whose license or permit has been suspended or revoked may appeal to the council pursuant to the procedure set forth in Chapter 1.20 of this code.
