The city council will establish by resolution conditions for the issuance of such permits and rules and regulations for activities conducted pursuant to such permits. The city administrative officer is authorized to make minor administrative changes in such rules and regulations as long as they are intended to carry-out the purpose of this chapter and will not have any significant policy impacts.
