It shall be the duty of the poundmaster to seize and impound, subject to the provisions of this chapter, all stray or unlicensed dogs found within the city, and for that purpose the poundmaster may go upon private property, with or without consent of the owner of such property, to enforce this chapter, or to collect and impound dogs.
