On January 1st of each year, all prior licensing made under the provisions of this chapter shall be cancelled and all tags theretofore issued shall become null and void and of no effect and all dogs kept or permitted to remain in the city must be again licensed. The new license fee shall become due and payable on January 1st of each year. (Prior code § 4115.6)
