Any person owning or having the care, custody or control of any dog in the city, who wilfully refuses, fails or neglects to furnish to the county department of animal regulation, the health officer, or any of their duly qualified and authorized deputies or employees, the information necessary to properly license the dog; or who shall resist, hinder or prevent the county department of animal regulation, health officer, or any of their duly authorized deputies or employees in the exercise of their duties or who fails, neglects or refuses to pay the license fee at the time and in the manner herein provided, or who violates any of the provisions of this chapter declared to be unlawful, shall be guilty of a misdemeanor.
