No person shall stop, stand, park or leave standing a motor vehicle in any city parking facility or space where vehicular parking has been restricted by a resolution adopted by the council; provided, that signs specifying the restrictions, or conditions under which parking is permitted, shall have been posted at all entrances to such property or at designated spaces.
