The poundmaster shall provide all dogs in his or her custody with proper food and water, and shall give them all necessary care and attention. The poundmaster may establish fees which shall be approved by the council to reflect the costs incurred for the care of such dogs and may charge these fees at the time an impounded dog is redeemed by its owner or person having custody or may charge these fees at such time an unclaimed dog is sold.
