A. City Commercial Cannabis Operator Permit Required. No person shall engage in commercial cannabis activity or have an ownership interest in, operate, or manage a commercial cannabis business without obtaining and continuously maintaining a commercial cannabis operator permit pursuant to this chapter.

B. Commercial Cannabis Operator Permit and State License(s) Required. It shall be unlawful for any person to own, conduct, manage, operate, engage or participate in, or work or volunteer at a commercial cannabis activity or commercial cannabis business that does not have a valid commercial cannabis operator permit issued pursuant to this chapter and other city permits or licenses required by this code, in addition to the appropriate license(s) required by state law to conduct the commercial cannabis activity. Any commercial cannabis business or commercial cannabis activity conducted without all required city and state permits and licenses is prohibited and unlawful and is hereby declared to be a public nuisance.
