The city council shall by resolution or ordinance adopt such forms, fees, regulations and procedures as are necessary to implement this chapter with respect to the application and qualification for, and the selection, future selection, investigation, process, issuance, renewal, revocation, and suspension of, commercial cannabis operator permits.
